Introduction

A local council in Freshwater, NSW, required a new 150m² amenities block to serve a busy coastal reserve. The facility needed to include showers, toilets, and change rooms, designed for high public usage and coastal conditions. The council required a detailed cost plan and bill of quantities (BOQ) prior to tender to ensure budget certainty, secure funding approval, and enable accurate contractor comparison.

 

Our Role

We were engaged by the Builder as the Building Estimator to prepare a comprehensive cost plan and BOQ for the new amenities building. Our scope included:

  • Preparing a detailed cost plan breaking down all cost elements, including site preparation, concrete works, masonry, roofing, internal finishes, plumbing, electrical, and fit-out
  • Developing a full bill of quantities (BOQ) with measured quantities and priced items to enable competitive tendering
  • Allowing for coastal-specific requirements, including corrosion-resistant materials (stainless steel fittings, marine-grade hardware, treated timber)
  • Providing line-by-line pricing based on current Northern Beaches market rates, materials supply, and local subcontractor labour

Key Challenges

The coastal location required durable, low-maintenance materials to withstand salt air and heavy public use. We also allowed for council-specific compliance requirements, including accessible changing facilities and enhanced drainage.

Conclusion

Our detailed cost plan confirmed the $1.6 million budget, enabling the Builder to successfully submit a bid to Council.
